-2 is basically meant to more deeply express how a staff member feels about something I guess, like when someone -1's you are like oh they might disagree but if someone higher up in the community -3's then you know that they seriously disapprove of it. Thats just how I think of it at least.

When someone who isn't staff does it, its as a joke btw but also its just used to state an opinion so it is heavily opened to bias.
